📚 What?

This is PR is the initial structure of {talib} and serves as a starting point for the R implementation of TA-Lib. Checks are currently disabled for MacOS and Windows as these fails, and this is most likely due to configure.

* The library compiles and the current functions runs without crashing.
* The Makefile now builds api.h and init.c
    - This should ease the development process in the beginning.
* Added 'const' keyword where applicable.
* Refactored the MA parser
* Everything will be in lib.h
* Refactored lib.h
* If there is changes to the C code, make build will fail as it is trying to document before building.
* WMA, KAMA and CCI.
    - Currently skeletons.
* The configure now works if TA-lib exists on the system.
* Added candlestick patterns, median_price, etc
* It now includes License, Versions, Authors and Description.
    - Some of it are just temporary.
* BTC from {cryptoQuotes}
* SPY from {quantmod}

NOTE: It needs to be documented at a later point.
* Each C-file follows the same structure as the TA-lib, including naming.
* Acceleration Bands
* Bollinger Bands
* MACD
* Relative Strength Index
It is now more in line with TA-lib, TTR and R
* Needs rework -- all GPT generated.
* Documented the program.
* The function now adds a clang-format ignore of the definitions.
* Make build now formats api.h and init.c after its built to avoid having to
  recommit. Maybe everything should be formatted upon build really. But this is what we do for now.
* The MA mapper has been ditched. Its useless.
* A normalization header in-place
* Added clang-format off.
* There was a small bug in the MACDEXT.c
    - Not entirely sure why, as the function follows
      the remaining structure

* The MACD() is now more flexible and handles numeric and calls at
  the same time.

* MACD tests have been added.
* Input were hardcoded.
* Using NSE was a bit of pain to manage. So now the API have been simplified, which
  has downstream implications for the entire package.

* The MA() functions will now return a list if 'x' is not provided.
* If 'x' is not provided the functions will return a ma_specification
    - documentation needs to be updated accordingly.
* All functions have had their documenation reworked for examples because of the new API for the indicator function.
* Unit-tests have been updated too.
* Documentation updated
* Added plotly method for all patterns
* The pattern charting doesnt (yet) account for agnostic patterns
* Was incorrectly named.
* The implementations are a rough sketch.
    - Primarily for the checks.
* It doesnt need to have RSI passed explicitly.
* Added {stats} and {utils} for the examples and helpers.
* All examples are now namespace qualified.
* Modified the StochRSI Documentation
* 6 new patterns added.
* Testing all candlesticks
* All candlesticks were using input 'x' instead of derived series.
    - So much for copy-pasting.
* Updated README
* But I have been here before!
* Corrected license.
* Added proper documentation for aliases.
* S3 signatures

- Everything related to the checks
* Disabled Windows and OSX until the package is stable
  for ubuntu.

* Added concurrency and other QoL stuff.
* Formatting now includes air format
* Formatting now happens (almost) on every command
* Bumped Version to 0.9-0
* Reformatted TA-Lib
* Installation guides
* Reworked introduction
* codecov is based on devel
* removed init and refactor from check
